Employment, Small Enterprise and Training (ESET) Programme
Gauge has been appointed to developing a Small Enterprise, Employment and Training (ESET) Best Practices Programme. The programme aims to define and implement employment, small enterprise and training best practices in human settlement departments and entities and projects to create more jobs, small enterprises and improved capacity within the sector.
South Africa already has excellent policies and guidelines that define how improved employment, small enterprises and training outcomes can be promoted within government departments and through construction projects. However, many of these policies and guidelines are not implemented, leading to poor practices and reduced impacts.
This plan will show how policy and guidelines can be used to define challenging, but achievable employment, small enterprise, and training targets for the sector. It will then show how these targets can be achieved through effective implementation processes. In addition to this document, a target setting document and policy has been developed to support this programme.
